The guidelines stated by the supreme leader after his visit of Dafineh museum in 1993:
۱-What all have artistic, cultural and historical aspects for us should be valued and preserved.
۲- What all is not relevance to us but is in inherently historically valuable or has a cultural and artistic distinction (exemplified by the type of objects kept in the museums all over the world) should be treasured and preserved.
۳- Whatever revenue is generated from the sale of the above mentioned objects should be deposited in a specific account and to be only spent in the construction of museum, no other cause for this revenue is otherwise permissible.
۴- Each item should be identified in a precise and the data with regard to its manufacturer , owner , previous possessors ,the history of masterpiece and all other field which may have considerable information about the object should be extracted and recorded.
۵-The items intended to be deposited should abide by the following:
Each item should have a professionally designed brochure distributed to the relevant organizations , media functioning in this field and auctioned in places such as Kish and Qeshm islands ( in the Persian Gulf).
